1999年、「広げよう愛の輪運動基金 ダスキン・アジア太平洋障害者リーダー育成事業」第1期生として、パキスタン人男性ろう者ムニーブ・ガルデジ（Muneeb Gardezi）（来日時18歳）が来日。
1990年代より、JICA研修生としてパキスタン人ろう者が多数来日。
